I am going to guess that this is a Callistemon citrinus or Scarlet Bottlebrush (0r a closely related species) which is native to Australia but widely cultivated in your area. I will post a photo on my blog of a similar looking shrub that I took in January in Foster City. Here is a link to a photo that looks a lot like yours. It is gorgeous, isn't it?
I'm pretty sure it is a Bottlebrush species - a plant I see often in Oz! cheers :)
